Non governmental organizations (NGO) telah diakui memiliki peran yang signifikan dalam perkembangan masyarakat internsional termasuk dalam wacana Corporate Social Responsibility (CSR). Pengakuan masyarakat internasional akan berhubungan dengan kedudukannya dalam hukum internasional. ASEAN CSR Network (ACN) merupakan salah satu NGO di ASEAN yang fokus kepada isu CSR. Kedudukan ACN penting untuk dibahas untuk melihat pelaksanaan pengelolaan CSR oleh ASEAN. Permasalahan yang dibahas adalah kedudukan ACN sebagai
subjek hukum internasional dan fungsi ACN dalam pengelolaan CSR berdasarkan hukum internasional. Metode penelitian yang digunakan adalah yuridis normative dengan studi kasus ACN sebagai objek penelitian. Hasil yang diperoleh yaitu ACN bukan subjek hukum
internasional mauapun ASEAN. ACN merupakan subjek hukum Singapura karena didirikan di Singapura. ACN berfungsi sebagai agen yan membangun kesadaran di ASEAN perihal bisnis yang bertanggung jawab.
