Inovasi dan pertumbuhan Sekretariat Daerah Kota Malang dibatasi oleh uraian tugas pokok dan fungsi.Ketergantungan pada uraian tugas pokok dan fungsi menyebabkan program dan kegiatan yang dihasilkanmenjadi rutinitas semata. Keterlibatan pimpinan sangat kurang, dan staf yang ada belum dimanfaatkansecara optimal, baik karena kurangnya kemampuan, maupun karena ketiadaan kemauan. Untuk itu,diperlukan manajemen strategis agar program dan kegiatan yang dilaksanakan lebih sesuai dengansituasi dan kondisi nyata, serta mendukung peningkatan pelayanan kepada masyarakat. Keterlibatanpimpinan serta kemampuan dan kemauan staf mau tidak mau harus meningkat untuk menyesuaikandengan lingkungan internal dan eksternal yang selalu dinamis.
